Because some Internet Service Providers (ISPs) slow down P2P activities, certain clients have a protocol encryption implemented to keep P2P traffic from being recognized. Usually one finds the needed settings in the program’s options, e.g. as ‘Outgoing Protocol Encryption’ or something equivalent. Depending on your ISP, you also need to set an outgoing connection to ‘forced’ as well, but keep in mind, that an option like this will also reduce the number of peers you can connect to.
